Becoming Eligible

Who Is Eligible for Regional Center Services?

To be eligible for regional center services, a person must be a resident of California and must have a disability that began before his or her 18th birthday, is expected to continue indefinitely and results in a "substantial disability" for the person. The disability must be a result of one of the following conditions:

  • Autism
  • Cerebral palsy
  • Epilepsy
  • Mental retardation (Intellectual Disability)
  • A disabling condition closely related to mental retardation or requiring treatment similar to that needed by a person with mental retardation

Developmental disability does not include conditions that are solely attributable to a psychiatric, physical or learning disability.

Infants and toddlers, ages birth to 3, who have a developmental delay, or who are at risk for a developmental disability but have not been diagnosed may also qualify for regional center services. Women who are at risk of having a child with a developmental disability may be eligible for referral for genetic diagnosis, counseling and other prevention services.
